Change to the GMP+ B4.1 standard and Appendix 14


Intended for: feed and transport companies and certification bodies

The Central College of Experts for the Animal Feed Sector has recently adopted the modified GMP+ B4.1 and Appendix 14. The modified requirements apply with effect from today.

Affreightment of road transport can be certified with GMP+ B4.1

In the GMP+ scheme there are three standards for the affreightment of feed and these are for, respectively, short sea shipping and inland waterway shipping, sea-going transport and rail transport. No instructions had been drawn up so far for the affreightment of road transport. There has, however, been more and more demand for this from road transport affreightment parties As there are now already transport companies which primarily carry out affreightment activities under GMP+ B4.1, it was decided to extend GMP+ B4.1 with the scope "affreightment".

Freight brokerage offices can, with effect from 15 July, be certified for the modified GMP+ B4.1. It has been decided not to make this mandatory yet.

Amendment to Appendix 14

In addition, changes have been made to the following appendices in Appendix 14:

Appendix B
All references to Appendix B have been removed from GMP+ Appendix 14. The list of products will be replaced by a link to the Road Transport Loads Database on the PDV website. The development of the database has made the list of products and associated loading categories unnecessary. Users who still prefer to use the paper list can create this themselves using the database print function. This list will, however, remain just an aid. Because it is not technically possible to print off all the information from the Road Transport Loads Database in a single integrated list (for example description, brand names, additional requirements, etc.), the loading category classifications apply for GMP B4.1 Road Transport as they are shown in the digital database.

Users will, however, continue to be informed  of changes to the Road Transport Loads Database by way of the PDV newsletter.

Appendix C
The procedure for the (re)classification of products into loading categories has been modified so that it matches better to the current procedure in which decision-making on (re)classification is done in the ICRT (International Committee of Road Transport).

The associated application form has been updated. The updated form should assist in the provision of information about the product by the applicant. The information received must enable the ICRT to carry out a thorough risk analysis.

Appendix D
The authority to carry out residue sampling and  to issue a sampling report has been extended to EN 45011-accredited certification or inspection bodies where the inspection of the loading compartment is one of the accredited actions.

Appendix E
For the release of a loading compartment after the transport of a prohibited load in accordance with option 1, the company can make use of one of the following bodies:

  • a control organisation accredited in accordance with ISO 17020 (with a specialisation in feeds / grains or liquid agribulk)
  • a certification / inspection body accredited under EN 45011 (where the inspection of loading compartments is part of the accredited scope)
  • a control organisation operating in accordance with a recognised certification system such as ISO 9001:2008 or equivalent (where independent inspection, verification, sampling and testing of agricultural products is part of the accredited scope) and in which there is demonstrable compliance with the requirements of ISO 17020 or EN 45011.
